Noise Monitoring in
Illinois

Class 1 sound data, measured to a real state standard.

Illinois is one of the few states with numeric noise limits written into state rules. The Illinois Pollution Control Board sets octave-band sound emission standards at the property line by land-use class, and Chicago layers one of the most detailed municipal noise codes in the country on top.
With a technical state framework and a demanding city ordinance, the standard governing a site is rarely simple. Specto equips Illinois contractors and consultants with Class 1 monitoring stations that record around the clock, send alerts when a threshold is exceeded, and report automatically — so your team answers questions with data instead of recollection.

Regulatory

The Rules That Apply to Illinois Projects

Illinois regulates noise through state Pollution Control Board rules and local ordinances. Requirements come from several layers at once:

Why Illinois Teams Choose Specto

01

Ready to Deploy: US Inventory

Specto stocks Class 1 noise monitoring systems in the US for rent or purchase. Teams in Chicago, Aurora, Naperville, Rockford, and across the collar counties can have monitoring on site in days — before a concern turns into a delay.

02

Field-Ready: Configured Before Shipment

Each station arrives with alert thresholds, reporting schedules, and SvanNET remote access already set. Your crew installs and starts recording, instead of assembling a system on site.

03

Applied Expertise: State Standards and City Code

An Illinois threshold can come from state octave-band rules or Chicago’s ordinance, and the two are measured differently. Specto configures each station to the standard governing your site, with automated reports built for agency and community review.

Who Uses Specto in Illinois

Acoustical and noise-vibration consultants
Construction managers and general contractors
IDOT and federally funded transportation teams
Rail, aviation, and heavy infrastructure project teams

The Illinois Construction Landscape

Illinois is building at scale. On Chicago’s South Side, the Illinois Quantum and Microelectronics Park broke ground on the former US Steel South Works site, anchored by the country’s first utility-scale quantum computer. At O’Hare, the multibillion-dollar O’Hare 21 program continues its terminal expansion, and IDOT’s Rebuild Illinois capital program keeps highway and bridge work active on the Kennedy Expressway and across the state. A domed Bears stadium in Arlington Heights is advancing through the legislature.
Much of this work runs for years through dense, occupied neighborhoods and active transit corridors. Continuous monitoring gives Illinois teams the data they need to document conditions, respond to concerns quickly, and keep work moving.

Illinois Firms Working in
Noise-Sensitive Environments

Illinois’s engineering, environmental, and construction community handles the projects where noise monitoring matters most. Firms active across the state include:

Our Methodology — How We Work With You

01

Discovery

We start by understanding the project, not by selling equipment. That means scope, timeline, and location; monitoring requirements and regulations; site constraints like power, connectivity, and access; and who needs the reports.

02

System Design and Preparation

We bring together the hardware, sensors, power and connectivity strategy, software setup, alerts, reporting, mounting, and accessories — then configure and prepare the system so it arrives ready for the field.

03

Delivery, Onboarding and Support

We support your team through deployment guidance, practical training, troubleshooting, reporting and alert support, and calibration and service coordination for the life of the project.

Illinois Noise Monitoring — Common Questions

Partly. The Illinois Pollution Control Board sets octave-band property-line noise standards by land-use class, but sound from equipment used in construction is exempt from those standards during daytime hours under 35 Ill. Adm. Code 901.107. In practice, the limits that matter for daytime construction come from the local ordinance — in Chicago, the noise and vibration code — and the project permit. Confirm the governing standard with the authority having jurisdiction before setting thresholds.
The state's property-line standards in 35 Ill. Adm. Code 901 are written as allowable sound pressure levels in octave bands rather than a single dB(A) number, which is a more technical approach than most states use. The SV 307A performs octave-band analysis to IEC 61260-1 in addition to broadband A- and C-weighted logging, so one instrument covers both the state's frequency-band framework and the A-weighted measurement Chicago's ordinance calls for.
The SV 307A is a Class 1 sound level meter to IEC 61672-1, the international standard, and performs octave-band analysis to IEC 61260-1. Illinois rules reference ANSI specifications, which are closely aligned with the IEC standards for Class 1 and Type 1 instruments. For a specific enforcement measurement, confirm the exact standard and any certification the authority having jurisdiction expects.
