SERVICES DELIVERED:

SCOPE:  Deliver a unique hardware and software monitoring solution to minimize potential environmental impact during the removal of four decommissioned generating units at the Haynes Generating Station in Long Beach, California.

As site work was considered to have a potential environmental impact on the surrounding area, perimeter monitoring for dust, noise and vibration was deployed.

PROJECT OVERVIEW:

 

The Problem

  • TRC is a global consulting firm for the oil and gas, power, environmental and infrastructure markets. They provide end-to-end engineering, consulting and construction management solutions fueled by innovative technology. As part of their services, TRC conducts environmental monitoring programs to minimize the potential impact on the local community.
  • TRC was engaged by the Los Angeles Department of Water and Power (LADWP) to remove four decommissioned generating units at the Haynes Generating Station in Long Beach, California.
  • The project includes the demolition of natural gas boilers and steam turbine generators including removal of six 240-foot stacks. As site work was considered to have a potential environmental impact on the surrounding area, perimeter monitoring for dust, noise and vibration was requested by LADWP.

The Solution

  • David Lennon, TRC Project Manager, and his team investigated several monitoring options before selecting the Aeroqual Dust Sentry PM10 monitor, which allowed him to remotely monitor the site during demolition activities using Aeroqual’s cloud-based data management solution.
  • Working with our channel partner Specto Technology, TRC located four Dust Sentry systems on each boundary of the site, equipped with four integrated Class 1 sound level meters and a weather station. Specto Technology also provided TRC with vibration monitoring equipment and a complete solar power solution to meet the requirements of the Site Monitoring Plan.
  • The integration of a weather station to the monitoring system allowed for real-time calculation of source contribution for comparison with dust action levels using custom software designed by Specto Technology.
  • Air, noise, weather and vibration data was sent from Aeroqual Cloud to the eagle.io data management software and displayed together on a site dashboard for TRC to share with stakeholders and evaluate in real-time. Email alerts were configured to allow TRC to adjust control protocols as required.

Evaluation

  • TRC commissioned four portable environmental monitoring stations, powered by the Aeroqual Dust Sentry PM10 at the Haynes Generating Station in Long Beach, California.
  • The resulting data allowed TRC to notify their client in the event that criteria was exceeded and undertake actions to minimize the potential off-site impacts of fugitive dust, noise and vibration during demolition activities.

INSTRUMENTATION & MONITORING SCHEME:

The instrumentation and monitoring scheme, designed and carried out by TRC and Specto Technology respectively  consisted of the following instrumentation, air quality monitoring units, vibration monitors and software:

AutoSLM-SC

 

Specto Technology’s AutoSLM-SC (SC stands for Sound Clip) was chosen and approved for the monitoring task due to its extensive and unique features to monitor, analyze, store and transmit sound level data as well as capture, store and transmit Sound Clips (in mp3 format).
It provides a fully automated data to desk solution for environmental and construction noise monitoring.

Below is a list of features of the AutoSLM-SC:

  • Type 1 and Type 2 SLM compatible
  • Ability to record sound clips (in mp3 file format) when triggered
  • Can have multiple trigger levels at different time of day
  • Rugged & weatherproof enclosure
  • Data can be pushed to web-based data management software for real-time display, reporting and alarm checking
  • AC powered with an Uninterrupted Power Supply (UPS)
  • Comes with an industrial PC for sound clips capturing, integrating and calculations and data uploading to the cloud
  • Calculates and outputs multiple parameters including Leq, Lmax, Lmin and Ln at various of intervals (e.g. 15-min or 60-min)
  • The system is fully customizable and output of other parameters may be added upon request
  • Each system may be used with a cellular modem so that data can be retrieved wirelessly, remotely and automatically

PROJECT OVERVIEW:

  • As a part of a 4-year, $236.5 million rehabilitation of the Queens Midtown Tunnel of New York, the Metropolitan Transit Authority (MTA) has been working on two concurrent construction projects on the 76-year-old tunnel since Spring 2015.
  • One of the projects is at Manhattan’s exit plaza that repairs the area’s deteriorated roadbed, some of which dates back to the 1930s.
  • The other project, taking place overnight inside the tunnel itself, repairs damages caused by Superstorm Sandy in 2012. During that work, the tunnel for construction has to be closed between 10:30 p.m. and 5:30 a.m., Monday through Thursday and between 11 p.m. and 8 a.m. on Friday.

  • One of the issues caused by the night work has been noise from the construction activities as well as horn honking from drivers attempting to navigate the lane closures.
  • In order to monitor and limit the impact of noise to the surrounding residential area, the MTA has specified 2 automated Sound Level Meters (SLM) with ability to capture Sound Clips for the project.  The sound clip option is required to identify the type and the source in addition to the magnitude of the noise.
