Noise Monitoring in
California

Class 1 sound data built for CEQA scrutiny.

California asks more of noise data than most states. CEQA puts noise and groundborne vibration on the environmental checklist, every city and county carries a noise element in its general plan, and ordinances in Los Angeles and San Francisco cap construction equipment at a fixed level and distance.
That scrutiny reaches from high-speed rail in the Central Valley to fire rebuilding across Los Angeles County. Specto equips California contractors and consultants with Class 1 monitoring stations that record around the clock, send alerts when a threshold is exceeded, and report automatically — so your team answers questions with data instead of recollection.

Regulatory

The Rules That Apply to California Projects

California sets no single statewide construction decibel limit, but it layers more requirements than most states. The governing standard usually comes from several places at once:
Svantek 307A noise monitoring system.

Why California Teams Choose Specto

01

Ready to Deploy: US Inventory

Specto stocks Class 1 noise monitoring systems in the US for rent or purchase. Teams in Los Angeles, San Diego, the Bay Area, Sacramento, and the Central Valley can have monitoring on site in days — before a concern turns into a delay.

02

Field-Ready: Configured Before Shipment

Each station arrives with alert thresholds, reporting schedules, and SvanNET remote access already set. Your crew installs and starts recording, instead of assembling a system on site.

03

Applied Expertise: CEQA and Local Standards

A California threshold can come from a CEQA finding, a city’s noise element, and an ordinance capping equipment at a fixed level and distance. Specto configures each program to the standard governing your site, with automated reports built for agency and community review.

Who Uses Specto in California

We don’t replace consultants — we equip them. Common users include:
Environmental consultants and CEQA practitioners
Geotechnical engineers and materials testing firms
Geotechnical engineers and materials testing firms
Construction managers and general contractors
Caltrans, transit, and port project teams

The California Construction Landscape

California High-Speed Rail moved from major civil construction into track and systems installation in 2026, with Kiewit, Stacy Witbeck, and Herzog appointed to install track, overhead contact system, and train control across the Central Valley. The Delta Conveyance Project cleared a federal review in June 2026. Brightline West continues civil work along the I-15 corridor toward Rancho Cucamonga, and Los Angeles is preparing venues and infrastructure ahead of the 2028 Games.
Alongside all of it, Los Angeles County is still rebuilding from the January 2025 Palisades and Eaton fires, with demolition, debris removal, and reconstruction running block by block through neighborhoods where residents have already moved home. Continuous monitoring gives California teams the data they need to document conditions, respond to concerns quickly, and keep work moving.

Our Methodology — How We Work With You

01

Discovery

We start by understanding the project, not by selling equipment. That means scope, timeline, and location; monitoring requirements and regulations; site constraints like power, connectivity, and access; and who needs the reports.

02

System Design and Preparation

We bring together the hardware, sensors, power and connectivity strategy, software setup, alerts, reporting, mounting, and accessories — then configure and prepare the system so it arrives ready for the field.

03

Delivery, Onboarding and Support

We support your team through deployment guidance, practical training, troubleshooting, reporting and alert support, and calibration and service coordination for the life of the project.

California Noise Monitoring — Common Questions

There is no single statewide construction noise limit. The governing standard usually comes from three places at once: the CEQA finding for the project, the noise element in the local general plan, and the city or county ordinance. Los Angeles caps construction equipment at 75 dBA at 50 feet near residential zones, and San Francisco limits powered equipment to 80 dBA at 100 feet. Confirm the applicable standard with the lead agency before setting thresholds.
No. CEQA treats groundborne vibration as a separate question from noise, and it calls for a vibration monitor rather than a sound level meter. The SV 307A covers the noise side to Class 1 accuracy. Specto also supplies vibration monitoring systems, and on CEQA projects the two are often deployed together at the same receptors.
It depends on the measure adopted for your project. Some require monitoring at specified receptors for the duration of construction, while others call for measurements at defined milestones. Continuous logging satisfies both, since a station recording around the clock produces the periodic report and the exceedance record from one dataset.
